This paper presents the pulse arrival times obtained during five years of observation of the Crab Nebula pulsar, PSR 0531 + 21. The reduction from topocentric to barycentric arrival times and errors affecting the results are discussed. Subsequent papers in this series will use these data to determine the time dependence of the pulse frequency. (Author)
