This memorandum concludes that: (1) the proposed action is based on thorough analysis and evaluation of various practicable alternative courses of action for achieving the stated objectives; (2) the adverse effects found to be involved cannot be avoided by following reasonable alternative courses of action which would achieve the considered purposes; (3) where the proposed action had an adverse effect, this effect is either ameliorated or substantially outweighed by other considerations of national policy; and (4) the recommended action is consonant with national policy, statutes and administrative directives, and, on balance, the total public interest would best be served by the implementation of the recommendations.
