摘要

The U. S. Army Corps of Engineers (the Corps) has one of the Federal Government's most intensive and ambitious public participation programs--on paper. The Chief of Engineers has emphasized the critical importance of involving the public in the development of water resource plans, and the Corps has issued specific guidance on how to do so. For the most part, this public participation guidance has not been applied by Corps field offices to their planning activities. The public meeting remains the principal--and frequently the only-method that the field offices employ to inform and obtain comments from the public. More intensive public participation activities are usually reserved for crisis situations (i.e., when public opposition threatens recommended plans) and the new urban studies program (which includes specific requirements for a high level of public involvement throughout each study).
