There is an assumption that personnel at all levels of procurement organization are aware of and agree upon the strategic factors employed in the management of contract negotiations. This assumption is largely unsubstantiated in the literature. This study conducted an exploration into the awareness and agreement among procedurement personnel regarding the relative importance and functional control of strategy employed in Air Force contract negotiations.
