A Proposed System Effectiveness Evaluation Method for New or Existing Shipboard Systems,

This report describes a proposed simple,yet effective,method of evaluating the cost effectiveness and dependability of virtually any type of mechanical,electrical,or electronic system currently used (or proposed) in the U.S. Navy. Properly used,it also provides a management tool to be used by project managers in determining cost versus efficiency tradeoffs -before committing large sums of money. This methodology uses easily computerized mathematics and readily available operating data.
