Two New Versions of the ELIM-COMPLIP System. Volume I. General Overview.

The ELIM-COMPLIP System is one of the key tools used for Army manpower planning. The major components of the system are ELIM (Enlisted Loss Inventory Model), which is used to monitor, analyze, and make the official forecast of enlisted losses, and COMPLIP (Computation of Manpower Programs Using LInear Programming), which is used to generate the official Army manpower program, as well as programs used to evaluate policy alternatives. Recently added to the system is a Gains Module, with the capability to forecast immediate reenlistments and the available quantities of various user-defined categories of supply-limited no-prior-service gains. Volume I of this report, which is a general overview of the system, discusses the purpose and development history, gives a brief description of the system, and discusses the operational experience and some planned and proposed further developments.
