This final report presents the results of a preliminary design of a VHF Universal Data Link System. Also presented are preliminary estimates of the design of the judicious selection of appropriate combinations of VHF Data Link and DABS coverage. The results of the study indicate that a VHF Universal Data Link System will greatly upgrade the capabilities of the current air/ground communication system. The implementation cost and complexity appear favorable when compared to the increased communications benefits. (Author)
