The Changing Role of Navy Research and Development Laboratories in Systems Acquisition.

The role of the Navy Research and Development Laboratories has, historically, lacked precise definition. Budgetary pressures result in a continuing assessment of the in-house laboratory asset requirements. Recent improvements in mission and role assignments and laboratory resource management should be expanded and focused to guide any contemplated changes in the size or the make-up of the laboratory system. This study attempts to (1) summarize the laboratory missions and goals; (2) describe the NAVMAT laboratory resources and capabilities; (3) summarize the various studies on the laboratory system; (4) examine new and evolving weapons acquisition policy for impact on the laboratory system; and (5) suggest management techniques for organizational change.
