This report has been prepared by the Committee on Biosphere Effects on Extremely-Low-Frequency Radiation in response to a request from the United States Navy for a study of the possibility that plants,people,and other animals would be harmed by the electric and magnetic fields associated with operation of the transmitter of the Seafarer communication system proposed by the Navy.
