An Evaluation of Four MTS Recurrent Training Courses.

This study assessed the effectiveness of four recurrent training courses at the FAA Management Training School (MTS). The courses evaluated were Performance Improvement and Employee Appraisal (PIP/PER), Labor Relations for Management (LMR), Constructive Discipline (CD), and Managerial Effectiveness (ME). Questionnaires concerning the usefulness of course content, effects on supervisory behavior, and impact on the organizational unit were sent to randomly selected graduates of these courses. Immediate superiors and supervisees of these graduates were also sent questionnaires concerning the effects of the course on the behavior of the graduates. A total of 402 graduates, 263 immediate superiors, and 280 supervisees responded to the survey. Approximately 90 percent of the graduates of each of the courses evaluated the training as useful overall. Self-reported behavioral changes were noted most often in the areas of increased knowledge and understanding of the subject under consideration in the course, increased ability to administer these programs, and improved supervisory and interpersonal skills in general. Behavioral ratings by graduates, their immediate superiors, and supervisees generally supported the conclusion that these courses had a beneficial impact on supervisory behavior. (Author)
