This is Volume I of a two-volume report describing the results of a Ship Structure Committee study aimed at conducting a critical evaluation of low-energy ship collision damage theories and design methodologies. Data sources on ship collision damage are identified including model experiments and full scale information obtained from ship casualty records. The assumptions made by existing theories for analyzing low energy collisions are assessed and the collision energy absorption mechanisms are ranked. A method is proposed for extending Minorsky's original high-energy analysis to the low-energy regime. Recommendations for use of existing methods and for further research are made. (Author)
