The United States conducts Host Nation Police Advisory (HNPA) missions, as a subset of Security Sector Reform (SSR), to improve the rule of law and legitimacy of failing and failed states. To develop a more effective HNPA program, the U.S. Government (USG) must 1) improve its internal cooperation through integrated planning, before and during the conduct of HNPA missions, 2) implement programmatic changes addressing, in particular, authorities, lines of funding, and manning, and 3) revise the operational systems utilized, including planning, training, implementation, and assessment methods to achieve greater long term success. In addition to USG reforms, the Department of Defense (DOD), especially the U.S. Army Military Police Corps, must transform its organizational culture and mission to embrace HNPA. The monograph assesses the strengths and weaknesses of the USG and DOD's execution of HNPA by applying Mintzberg's concept of strategy development. The analysis illustrates the necessity of integrated planning and the reforms required within both the USG and DOD to improve the planning, resourcing, and execution of HNPA; therefore improving global stability and security.
