In light of the fact that three separate GAO reports indicated that activities within DOD must do more to realize the full benefits of NC/CAM, the Study Group engaged in a one-year comprehensive effort to investigate, standardize, resolve, and define the many associated elements with a clear set of parameters for DESCOM activities.
