The institutional analysis contained in this report is a part of the Upper Minnesota River Subbasins study being conducted jointly by the Soil Conservation Service, Minnesota and the St. Paul District, Army Corps of Engineers. The central focus of this report analyzes the legal authorities, policies, and programs responsible for water resources and related land use planning, and existing impediments and constraints to comprehensive water resource management.
