Impact of Switched and Nonswitched Network Costs. Revised

This report is an economic analysis of the alternatives of switching and non-switching for approximately 5,000 voice circuits and 1.500 data circuits in the FAA'S operational telecommunications network. The switching alternative assumed all circuits to be switched through the 20 continental air route traffic control centers (ARTCCs). An algorithm was developed to calculate the impacts of switching or consolidation on the number of circuits and circuit mileage required in the network. On the basis of an assumed tariff rate, dollar savings resulting from the network reconfigurations were calculated. The means for performing the analysis was the deployment of the FAA Communications Cost Model.
