On 'Keeping Them Down' or, Why do Recovery Models Recover so Fast

摘要

A discussion of the aims of a U.S. retaliatory blow against the USSR that also points out a few issues involved in measuring the effects of such strikes. A simple illustrative model details how assumptions made in most recovery analyses give rise to a speedy Soviet recovery from an all-out war. A few implications for our own nuclear planning are noted.
