A Methodology for Economic Analysis of Proposed Automation Projects of the Shore Subsystem of the Naval Telecommunications System

This thesis presents a historical perspective on progress toward the objective of automating the Naval Telecommunications System (NTS) in the most economical manner possible. In addition, a methodology for conducting economic analysis of proposed automation projects will be developed. This methodology is based on concepts such as the analysis of geographical areas and telecommunications needs therein, as opposed to the current practice of site-by-site analysis. The basic premise of the methodology is that comparisons should be based upon incremental present value life cycle cost and incremental improvement in effectiveness measures for multiple alternatives. An actual application of the methodology will be presented, using data compiled for the automation feasibility studies in the Norfolk and New Orleans areas. Finally, conclusions and recommendations will be presented based upon these evaluations. (Author)
