摘要

In 1975, the Congress under Title XII (sections 296-300) of the Foreign Assistance Act directed the Agency for International Development (AID) to improve and strengthen the involvement of U.S. land-grant and other eligible universities in solving food problems in developing countries. Progress in achieving this goal is slow. U.S. universities and AID have yet to forge the development partnership necessary to effectively reduce world hunger. Policy and management actions are needed to overcome attitudinal and institutional barriers which limit the potential benefits of such a partnership. The quality of technical assistance provided to developing countries can be improved if AID takes the actions recommended in this report. (Author)
