Federal and State Laws and Safety Considerations Relating to Fireworks in the United States.

The purpose of this investigation was to make a survey of the various Federal and State laws and regulations governing the importation, manufacture, transportation, storage, distribution, handling, sale, and use of fireworks in the United States. Safety precautions demanded by pyrotechnic compositions in their manufacture and use are also covered. This survey is part of a multi-nation effort to collect a repository of information that might be helpful in reducing harmful accidents associated with fireworks. The investigation revealed that the laws and regulations are ineffective since a contradictory situation exists as evidenced by the existence of strict regulations in some states alongside others with complete pyrotechnic freedom. This problem could be minimized by uniform legislation throughout the 50 states and more active cooperation between Federal and local agencies.
