This document identifies the scope, sub-objectives and strategies designed to provide the conceptual approach for accomplishment of the STARS Program objectives in the project management functional task area. It identifies and describes the high-level activities, products and capabilities. This functional task area strategy describes the broad, achievable requirements for accomplishing the relevant STARS objectives. Its main purpose is to help guide the implementation planning process.
