The Sixth MIT/ONR Workshop on Command Control and Communications System (C3) was held from July 25, 1983 through July 29, 1983. Several themes continued to appear throughout this Workshop. The most challenging problem facing C3 scientists is that of devising means to evaluate the performance of alternative C3 system architectures. This must take into account the sensors, communications, and weapons available to friendly as well as enemy forces. It must involve a closed-loop, cybernetic model of the entire military situation and its must inevitably involve a deep understanding of the behavior of the humans which execute the key decision functions from sonar operators through battle group commanders. From the perspective of design, surveillance has been reduced to a relatively precise science, at least compared with the design of the decision function. The purpose of these Workshops is to foster real-time interaction between many of the key contributors in the developing science of C3. (Author)
