This study examines the feasibility of developing and implementing 1) an automated information system (EEWS) for providing timely, credible evidence of impending enlistments shortfalls, and 2) a streamlined communication, programming, and budgeting process (ACPP) for responding to such evidence and reducing delays in the application of resources.
