Project Manager's Handbook for Special Projects.

This report identifies unique problem areas that a manager of a Corps of Engineers construction project in a remote area is likely to encounter. The major problems identified from managers of past projects were: (1) procurement and purchasing, (2) planning and control, (3) engineering/design, (4) country-to-country agreement, (5) civilian personnel, (6) construction, (7) communications, (8) office/project manager operation, (9) Corps/contractor relations, and (10) transportation. Based on the results of questionnaires and meetings with former special project personnel, ways of solving or preventing these problems are proposed. It is recommended that the proposals presented in this report be used to supplement existing Corps guidance on special project management.
