Unclassified Counter Threat Finance Research: Modeling Financial Components of the Sinaloa Transnational Criminal Organization.

USNORTHCOM asked JAWP to provide a series of analyses that would help the command establish a dedicated counter threat finance (CTF) capability that would (1) integrate intelligence and operations, (2) analyze financial intelligence, and (3) coordinate the execution of DOD CTF activities in accordance with existing authorities, regulations, and initiatives. JAWP focused on the financial components of the Sinaloa transnational criminal organization (TCO), using classified and unclassified sources and law enforcement sensitive information. This paper is an unclassified, companion piece to the Sinaloa TCO exemplar (classified), intended to serve as a primer for analysts unfamiliar with the sources and methods used to diagram an adversary s financial network. This paper explains the team s research approach, data sources, and data management techniques used to develop and depict components of Sinaloa. The paper also offers observations and recommendations for future research based on the analysis.
