Analysis of Training Needs for Civil Engineering Superintendents and Foremen

At the request of the Air Staff, this thesis developed a comprehensive set of training needs for base civil engineering superintendents and foremen. A census survey (with a return rate of 72.3 percent) of CONUS base level civil engineering chiefs of operations was used to evaluate the need by superintendents and foremen, of thirty candidate subject areas. A combination of parametric and non-parametric statistical techniques were used to select 17 separate subject areas in which civil engineering superintendents and foremen require training. Factor analysis was performed on these 17 subjects which resulted in a six factor functional model. The factors were: general management skills, logistics management, effective writing, managing civil engineering, personnel administration, and technical review. The model provides the basis for development of a training program for civil engineering superintendents and foremen. Differences in subject area need based upon respondent's major air command and base size are discussed. Recommendations for implementation and further study are also presented.
