Implementation of the Commercial Activities Program at Navy Public Works Center, Pensacola

The author's goal in this report is to examine the effect of the Commercial Activities Program on a particular field activity, namely, the Navy Public Works Center in Pensacola, Florida. In order to develop this goal, it is necessary to examine the history of the Commercial Activities Program in some detail. Areas of controversy are addressed with particular emphasis on recent revisions to the program. A background discussion of the Navy Public Works concept is then presented. The actual implementation of the Commercial Activities Program at the Navy Public Works Center level is then addressed. Governing directives, problems encountered and the current status of the program at Navy Public Works Center Pensacola, Florida are then examined. Future studies, and their potential impact, are also discussed. The Commercial Activities Program has had some very positive results with respect to productivity and efficiency. Cost savings obtained to date and future study projections by the office of the Assistant Commander for Public Works Centers at Naval Facilities Engineering Command headquarters, Washington, D.C. are discussed. Finally, the author's conclusions and recommendations are presented.
