This study objective was to prepare a concept plan for modification of the chemical agent munitions disposal system, Tooele Army Depot, Utah for disposal of M55 rockets transported from Anniston Army Depot, Alabama, Lexington Blue Grass Depot Activity, Kentucky, and Umatilla Depot Activity, Oregon. The modification would be performed if the Army decides to collocate the stocks from these installations for disposal at Tooele Army Depot. Estimated construction cost of the new facilities is $47 million based on 1985 costs. Annual operations costs would be $14 million and $25 million for one and three shift operations, respectively. Total life cycle costs would be $112 million and $105 million for one and three shift operations, respectively. Disposal operations could commence in FY 1992 or approximately four years after the program is placed in the military construction funding program. Operations would last 3.7 and 1.6 years for one and three shift operations, respectively. In assessing the risk of accidental release of chemical agent from the plant, the worst consequence event is estimated to be a major spill from the Toxic Liquid Storage area. A release of 4535 pounds of agent is estimated if the agent storage tanks rupture and the building fails during a severe earthquake (both the tank and the storage areas are designed to withstand at least a 10,000 year return period earthquake). The total probability of the agent release is 7.6 x 10 to the minus 7th power. Under the worst case meteorological condition an estimate 2 lethalities could result. However, under the most likely meteorological conditions or if VX agen is released, no human lethalities are expected.
