摘要

The language of Public Laws 98-72 (amending the Small Business Act), 98-369 (the Small Business and Federal Procurement Competition In Contracting Act of 1984), and 98-577 (the Small Business and Federal Procurement Competition Enhancement Act of 1984) directs sweeping changes to the laws governing DoD acquisition. These new laws impose severe limitations on noncompetitive acquisition procedures and strategies. The requirements imposed by the new laws and implementing regulations can be accommodated within the Space Division acquisition process. Competitive acquisition procedures and strategies may be fully exploited by concentrating on key decision points within the aquisition process. This research project was conceived as an independent study on competitive acquisition. The focus of the application of this study is Space Division, Deputy for Contracting. The analyses are thus heavily tailored to the review and implementation of competition initiatives within the Space Division frame of reference.
