Attitudes Toward the New Manning System and New Manning System Characteristics

The personnel management system called the New Manning System (NMS) was set up by the Army to increase personnel stability both within units, and in the careers of individual soldiers. Soldiers in this test system and in the conventional Army personnel system were surveyed on their attitudes toward the 'COHORT' system, under which units remain intact for a certain period of time. The 'COHORT' system is one of the principal components of the NMS. The results of the survey are summarized and examined in this report. The results may provide guidance in developing programs to promote user acceptance of the NMS. (Author)
