The Defense Enrollment Eligibility Reporting System (DEERS) is a Congressionally mandated Department of Defense (DOD) system designed to provide better management of the personnel benefits administered by DOD. The benefits which DEERS is designed to aid in the administration of medical, dental, Post exchanges, commissary, and special services. These are benefits which service members and their families earn as part of the service members compensation. The concept of DEERS operations is that every individual entitled to the benefits previously listed will have their name and a list of the benefits to which they are entitled entered into the DEERS data base. The DEERS data base can then be queried on-line by the benefits provider whenever an individual attempts to use these benefits to determine their eligibility for the benefits. The purpose of the system is twofold. First, to allow DOD to gather accurate timely data on the use of the benefits so DOD and the Congress can program funds to meet user demands for these services. Second, to prevent the fraudulant use of these resources by ineligible individuals. This thesis recommends that a dedicated on-line link be created between the Marine Corps Data Network (MCDN) and the DEERS data base to transfer dependent data to DEERS. The thesis also recommends a link be established between MCCDPA and DMDC to transfer sponsor data daily.
