The Air Force Operational Test and Evaluation Center (AFOTEC) approach to software operational test and evaluation (OT&E) has evolved since 1976. This approach has continued to improve, resulting in structured tools and management techniques that permit consistent evaluations that are applied to a variety of mission-critical computer resources. The latest approach of that evolutionary process is documented herein. This pamphlet provides orientation in software OT&E planning, testing, evaluating, and reporting. These guidelines are divided into six chapters. Chapter 1 presents an executive summary of software OT&E. Chapter 2 contains a newcomer's checklist for the SEM (headquarter's position) and DSE (test team position) and provides general information about the AFOTEC mission and organization. Chapter 3 provides an overview of the system acquisition and software development process. Chapter 4 addresses the software OT&E approach, duties and responsibilities. Chapter 5 contains general information about various software evaluation methods, application of these methods, and sample OT&E results. Chapter 6 provides some of the lessons learned, including examples of DSE correspondence.
