Chronic instability in many parts of the world, advanced weaponry, and the compression of time and space in modern warfare have increasingly made intelligence our first line of defense. Given the prospects for even greater turbulence and instability in the decade ahead, it may well be the margin of our survival as a nation. Yet, the intelligence community faces numerous systemic deficiencies and environmental challenges which hinder its overall effectiveness. Satisfactory resolution of these issues is demanded if the community is to serve as an effective tool in enhancing US national security throughout the decade ahead. (Author)
