Computer Resource Education and Management

On 15 October 1985, the Secretary and Chief of Staff of the United States Air Force signed a joint memorandum which directed implementation of Project Bold Stroke recommendations. This Air Staff study concluded that computer software plays a dominant role in both weapons systems and information systems effectiveness. The project's primary objectives are to educate Air Force leadership in the criticality of software and to insure appropriate career field education and personnel management for all Air Force people involved in this discipline. The author examined doctrinal and regulatory material for acquisition and management of software and concluded that Project Bold Stroke missed the mark based on the fact that the Air Force manages computer resources and information systems as resource entities. In his opinion, Project Bold Stroke needs to be expanded to encompass computer resource education and management. Recommendations are made in this regard. (Author)
