Investigation into the Administration of Interservice Support Agreements at Eight U. S. Navy Shore Installations

This thesis focus on the administration of interservice support agreements (ISSAS) at eight U.S. navy Shore installations. The issues are addressed: (1) the types of problems being faced by individuals responsible for administrating Issas; (2) the incidence and resolution of disputes between host and tenant activities; and (3) the determination of cost savings which result from having an Issa. The thesis concludes that difficulties being experienced may be classified into five categories and are not severe overall; disputes occur infrequently and are resolved in a professional manner; and significant variation exists in the ways cost savings are determined. Recommendations for improving Issa administration are offered.
