We describe some theoretical formulations which provide a basis for generating approximate solutions of the Boltzmann equation suitable for the study of short intense microwave pulses interacting with a background atmosphere, in various parameter regimes. One example, appropriate in the collisional regime, is developed in detail and implemented on a sample problem.
