Computer Security Policy Issues: From Past Toward the Future.

Subsequent to the presentation of the material in this paper but prior to its publication, the Senate passed H.R. 145 (Computer Security Act of 1987) on December 21, 1987. The House had previously passed the bill on June 22, 1987. The President signed it into public law (PL 100-235) on January 8, 1988. The Act implements a major recommendation of this paper, that the Institute for Computer Sciences and Technology (of the National Bureau of Standards) have a greater role in computer security. The Act also makes various other provisions for accommodating computer security throughout the federal government. This paper, however, makes a number of other suggestions designed to set an agenda for moving the country into an improved posture with regard to the overall security of computer systems within and outside the federal government.
