The President's Productivity Improvement Program for the Federal Government, Executive Order 12552 of February 25, 1986, places a requirement that the Department of Defense show a 20% increase in productivity over a five year period, ending in 1992. Productivity is difficult to measure, especially when trying to measure the productivity of a service. This thesis develops a measure of productivity for one specific service. The service measured is revising Airborne Weapons Maintenance Plans performed by the Weapons Support Directorate, Pacific Missile Test Center, Pt. Mugu, CA.
