Problems in forecasting toxic effluent dispsersion under sea breeze conditions at Cape Canaveral are examined. Land and sea breezes are fairly well understood in a general sense; however, in order to forecast dispersion and transport of toxic effluents or to assess the impact of a major accident in a coastal region, smaller scale features of the sea or land breeze must be considered. A case study is presented to demonstrate the problem. Important small scale features associated with a land or sea breeze must be observed and measured before they can be effectively modeled. Such measurements must employ techniques that yield observations with high spatial and temporal resolution. Techniques using Sound Detection And Ranging (SODAR) And Light Detection And Ranging (LIDAR) are proposed as possible methods to provide high resolution measurements of the Cape Canaveral sea and land breeze.
