摘要

This thesis describes a process of designing a management competency development model for the Indonesian Navy. Competency is used here as skill, knowledge, characteristic or attitude which differentiate effective from ineffective manager. In the process of building the model two main steps are taken. First, a literature study of the empirical analysis of management competencies was conducted to identify management competencies in the United States in general and the U.S. Navy in particular. Second, a pilot study was conducted using ECHO, a projective survey technique, to identify the 'cultural-bound' management competencies in the Indonesian military environment. The sample used in this pilot study was thirteen Indonesian Officers who study at the Naval Postgraduate School in Monterey, California.
