Studies in Defense Organization: A Guide to Title 3 of the Department of Defense Reorganization Act of 1986

Title III of the Godwater-Nichols Department of Defense Reorganization Act of 1986 directs the Secretary of Defense, the Chairman of the Joint Chiefs of Staff, and the Secretaries of the military departments to conduct separate studies ( reassessments ) of the defense agencies and Department of Defense field activities. This note, prepared at the request of the Army Reorganization Commission, examines the terms and the legislative background of the study requirement. It reviews the factors that animated the Congress to act as it did, and suggests the kind of study most appropriate to respond to the evident Congressional intent.
