The purpose of this manual is to provide the information necessary for an operational manager to implement feedback, goal setting, and incentive systems in Air Force organizations. The first section of the manual presents background information, including formal definitions of feedback, goal setting, and incentive systems. It also presents the logic for why each system works; compares the three systems as to their expected effects; and briefly discusses how to measure productivity. The second section provides a detailed explanation of how to design and implement these systems. It presents the issues that must be addressed in design and implementation, and discusses the factors that must be considered in resolving these issues. Design issues for each of the three systems are presented, along with a consideration of issues that apply to all three systems. A recommended implementation strategy is also offered. The next section of the manual gives examples of feedback, goal setting, and incentive systems that have been used. These examples are designed to give the reader a sense of how such systems have been applied in varied settings. More detailed information on incentives is presented in the next section. This section describes the results of an effort to comprehensively identify incentives and forms of recognition that would be feasible in Air Force environments.
