NATO's (North Atlantic Treaty Organization's) Flexible Response Strategy and Its Communications Systems - An Ends/Means Mismatch

NATO's military strategy has evolved over the years and is currently referred to as flexible response. The basic tenets of flexible response call for NATO to possess the military capabilities to deter war, but should deterrence fail, to fight an aggressor at any level of conflict. Much attention has been paid to procuring weapon systems which support the flexible response strategy but the communications systems needed by NATO's actual warfighting capability may be seriously degraded when it is needed the most.
