摘要

The paper describes the interrelationships between naval readiness, operational training and environmental protection. Fourteen environmental laws are surveyed which either directly or indirectly impact on operational training and/or installation support of that training. The roles that civilians outside the Department of Defense may play in implementing and enforcing environmental laws on naval installations are described. An example of the Department of the Navy integrated environmental protection and operational training shows the naval services could continue to use a key training facility. The report concludes with a proposed strategy designed to assist the naval services in establishing and maintaining an appropriate balance between environmental protection and mission accomplishment on a case-by-case basis. Keywords: Environmental protection, Environmental protection policy, Environmental restoration, Federal facility compliances, Operational readiness, Operational training, Pollution, Naval operations, Water pollution, Ocean dumping, Air pollution, Noise pollution, Pesticide pollution, Waste management.
