Effects of High-Altitude Electromagnetic Pulse (HEMP) on Telecommunications Assets

The objective of the Electromagnetic Pulse (EMP) Mitigation Program is the removal of EMP as a significant impediment to timely reestablishment of regional and national telecommunications following an attack against the United States that includes high-altitude nuclear detonations. The program approach involves estimating the effects of High-altitude EMP (HEMP) on telecommunication connectivity and traffic handling capability, assessing the impact of available HEMP mitigation alternatives, and developing a comprehensive plan for implementating mitigation alternatives. This report summarizes available test results as they apply to the EMP Mitigation Program, and supercedes all previous versions of this report. (FR)
