Civilianizing the Instructor Force: The Issue Lingers

This project discusses the pros and cons associated with converting the Undergraduate Pilot Training Instructor force from a military supported to a civilian supported operation. Beyond the monetary aspect of this conversion, the report discusses several qualitative issues that must be addressed before a conversion decision is made. Issues such as the impact training and standardization, program management, retention, combat readiness, and rated management are discussed. The study concludes that a decision of this magnitude must consider both qualitative as well as quantitative issues to render the best course of action.
