The document is a strategic automation plan for Air Force technical orders (maintenance manuals). The report analyzes the current technical order system in the Air Force, defines a future system concept, its functions, and an implementation strategy. The plan concludes with a set of recommendations for building a system for technical orders with related organizational, financial, and programmatic recommendations. Appendices describe technologies which were assessed in the process of defining the plan. The automation plan was developed as part of the Air Force Computer-Aided Acquisition and Logistics Support (CALS) Program. The AFTOMS plan defines an infrastructure for receiving diverse types of technical orders from industry in digital form, managing those technical orders internally in the Air Force (e.g., updating, cataloging, user profiles, etc.) and distributing technical orders digitally throughout the Air Force.
