The calibration and testing of underwater acoustic transducers is described in terms of the system identification problem. This view is motivated by the interest in extending calibrations to lower frequencies for which the reverberation limited observation time is too short for the steady-state conditions required by nonparametric estimation methods. The output error (OE) method implemented as a nonlinear least square algorithm is introduced as a tool for estimating black-box transfer function parameters of underwater acoustic transducers. Experiments with a moving coil electrodynamic, ceramic, and flextensional transducers are used in assessing the effectiveness of the OE method of calibrating underwater acoustic projectors and hydrophones.
