Test Case Study: Estimating the Cost of Ada Software Development

The Ada Joint Program Office has had a number of inquiries on how to estimate the cost of Ada projects, and specifically whether current software cost models that are non-Ada specific can be successfully used to estimate the cost of Ada development efforts. No independent data currently exists that addresses the fidelity of cost models to predict Ada software costs accurately. IIT Research Institute has performed a study for the U.S. Air Force Cost Center and the U.S. Army Cost and Economic Analysis Center, under sponsorship of the AJPO, to assess the accuracy of current cost models for Ada software cost estimation. The study focussed on six cost estimation models and their philosophies regarding Ada. The bases for these models present different views of the model developers relative to the costing issues. An essential part of the research is a test case study in which the cost models were applied to a database of eight completed Ada projects. (kr)
