摘要

This study explores the national security implications to the United States of the spread of arms production capabilities in newly industrializing countries. It is hoped that this volume will prove a useful addition to the modest number of writings currently devoted to the growth of weapons manufacturing in countries which have experienced considerable economic growth within the last two or three decades. In examining this subject, the author has tried to place it in its widest context. While citing specific armament production and foreign sales data, this study focuses on political, economic, and military implications. It especially pays attention to the regional implications of such production. The seven countries examined here (Argentina, Brazil, India, Israel, South Korea, taiwan, and South Africa) are all in the noncommunist world. Furthermore, they have been characterized as 'newly industrializing' because although they have developed considerable and modern economic resources they have failed to reach the industrial level of the United States, Western Europe, or Japan. They also represent a broad geographic range with major political, philosophical, and social differences. Moreover, they account for a large share of the total arms manufactured and sold by newly industrializing nations in the noncommunist world. (kr)
