Dual-Source Procurement in the Tomahawk Program

The Joint Cruise Missiles Project Office (JCMPO, or, today, CMP) was establishedin 1977 with the Navy as executive service to develop the air-launched cruise missile (ALCM) for the Air Force and a sea-launched cruise missile (SLCM) for the Navy. The latter, known as Tomahawk, also had a ground-launched version (GLCM) for the Air Force. Almost from project inception, the JCMPO directed extensive use of dual competitive sources for all major elements of the missiles. The largest dual-source arrangement involves the Tomahawk family of missiles-SLCM and GLCM. They were originally developed with General Dynamics/Convair (GD/C) as the airframe producer and flight vehicle integrator and McDonnell Douglas (MDAC) as the guidance systems's producer and integrator.
